II.1.5)Short description of the contract or purchase(s)

Event services. Marketing services. UK Trade and Investment (UKTI) is the non-Ministerial government department that supports both companies in the UK trading internationally and overseas enterprises wishing to locate in the UK. UKTI bring together the work of the Foreign and Commonwealth Office and the Department for Business Innovation and Skills. UKTI is seeking to let a framework agreement, for the provision of a sector specialist services. The framework will cover nine lots – consisting of; Sector Specific event management in the UK and overseas (incl. exhibitions, conferences and seminars), Outward Trade missions, Inward missions and Meet the Buyer Events. We will be looking for suppliers who will be able to assist with recruitment, briefing and logistical support. Provide sector marketing collateral including flyers, newsletters and sector booklets and offer technical translation services both written and oral. There may also be a requirement for online database development, market and sectoral analysis and strategic support. Additionally Sector Group will require training providers in Marketing, Pitching and selling to assist UK companies within this sector to improve their business performance.

UK Trade and Investment (UKTI) brings together the work of the Foreign & Commonwealth Office (FCO) and the Department for Business Innovation and Skills (BIS). To support its aim to “enhance the competitiveness of companies in the UK through overseas trade and investments; and attract a continuing high level of quality foreign direct investment”, UKTI offers services to: UK businesses that want to grow their business internationally (Trade Services) – overseas businesses that want to locate in the UK (Investment Services) UKTI with its headquarters in London and Glasgow has around 2 300 people, including those overseas in UK embassies, high commissions, consulates and trade offices, and in the nine English regions.

We are looking to have up to 6 companies within each lot (a firm can be in more than one lot but still only 6 companies maximum per lot) except for lots 2, 3, 4 which will have single suppliers. The Framework agreement will be for 24 months (with an option, exerciseable by UKTI, for a 12 month extension to the agreement with an estimated value of 5 000 000 GBP excluding VAT) and will be based on BIS terms and conditions of contract. The total value of this framework agreement is estimated to be up to 10 000 000 GBP excluding VAT (with a lot value of either 1 000 000 GBP or 2 000 000 GBP excluding VAT).
Whilst the Contracting Authority cannot guarantee to potential providers any business or levels of business through this Framework Agreement. The Framework Agreement will be available for use by Central Government Departments, Executive Agencies and NDPBs http://www.direct.gov.uk/en/Dl1/Directories/A-ZOfCentralGovernment/index.htm.

Precise information on deadline(s) for lodging appeals: The Department for Business Innovation and Skills will as soon as possible after the decision has been made inform tenderers and candidates of its decision to award the contract and provide the information required by regulation 32 of the Public Contracts regulation 2006. It will observe the standstill period required by regulation 32A of those Regulations. The Regulations provide that where a duty owed to economic operators is not observed by the Contracting Authority the breach is actionable in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly.
