Description of the goods or services required

SCSWIS (known as the Care Inspectorate) and the Scottish Social Services Council (SSSC) have a common network/website hosting infrastructure. SCSWIS provides shared ICT services to the SSSC. There is a requirement for both SCSWIS and the SSSC’s websites to have the content management system upgraded from Joomla 1.5 to a current version of Joomla as described in the Operational Requirement.

Minimum standards and qualification required

SCSWIS’ procurement philosophy is to promote open and fair competition between Tenderers in order to achieve the best value for money solution which meets the Operational Requirement. To support this philosophy, Tenderers must refrain from taking any action which may impede the ability of SCSWIS to conduct the Tender in a fair and open way. Tenderers who persistently obstruct SCSWIS in ensuring a fair and open competition may be eliminated from participation in the Tender.
