Description of the contract

UK MOD seeks to place a contract for a period of 5 years for the supply, installation and maintenance of replacement Uninterruptible Power Supply units at selected RAF remote sites around the UK. Expressions of interest are invited from suitably qualified companies with experience in the provision of Uninterruptable Power services, to comparable locations. The contractor will be required to adhere to security and formal workds requirements within the sites for installing, testing and maintaining the equipment and will be required to comply with the requirements of JSP480 Issue 16 and submit JSP 480 ECR Parts 1 and 2 forms for approval by the RAF SCIDA. The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender. 1. Supply: To provide equipment to meet standards specified in tender documents. The Contractor shall provide details of the proposed equipment, including manufacturer’s specifications, for the Authority to confirm that the equipment is fit for purpose prior to installation. 2. Installation: To install the new equipment at: RRH Staxton Wold, RRH Portreath, RRS Swingate, RAF Boulmer Tx Site (High Buston), RAF Neatishead Tx Site, RRH Trimmingham, RRH Brizlee Wood, RAF Neatishead Rx Site, RAF Boulmer Rx Site (High Buston). Installation shall take place after the existing units are disconnected by the Authority. Installed equipment shall be tested and confirmed as fully operational prior to acceptance. In regard to installations, the Contractor is to comply with the requirements of JSP480 Issue 16. Prior to each installation, the Contractor will be required to provide installation plans, including the preparation and submittal of JSP 480 ECR Parts 1 and 2 forms, for approval by the RAF SCIDA on behalf of the Authority. The Installation Plans will be required to include, as a minimum, the following • Stage 1 Delivery of Equipment • Stage 2 Installation Activities • Stage 3 Installation Inspections and Testing. Following installation, acceptance will be made by way of inspection, to be carried out on each site at agreed times. The inspection team may consist of: • Contractor representative; • RAF site representative; • DE&S representative; • SCIDA. 3. Maintenance: The Contractor is required to submit details of any planned maintenance procedures to ensure delivery throughout the duration of the contract. The Contractor is required to submit details of procedures to deliver services in response to any call out by the Authority, as defined inthe tender documents, to ensure delivery of service throughout the duration of the contract. A miniumum autonomy and maximum recovery time, together with key performance requirements will be detailedin the tender documents.
