Description of the contract

Lancashire Fire and Rescue Service – USAR Building Project Background Lancashire Fire and Rescue Service are currently in the process of implementing a masterplan of redevelopment for their Service Training Centre Site at Washington Hall, Chorley. Detailed Planning approval has already been gained for a new Fire Station to serve Chorley, which is currently under construction near the entrance of the training centre site and a Fleet Garage / Stores building which is being constructed on another part of the site. The new USAR facility is the next stage of the site redevelopment and is to be located adjacent to the Fire Station. As a part of this contract the Site Access Road is to be widened from the USAR to Westway, and Section 278 Works undertaken to Westway to create a ghost turning lane. The detailed designs for the Urban Search & Rescue Building have been submitted to Chorley Borough Council and detailed approval, with conditions, was granted on 13th July 2012. The accommodation is to be housed in a simple portal framed building with parking and service yard to the rear. There is a Stores area / Laundry, dog kennel, mess room, toilets and plant room areas included within the scheme. It is the intention of LFRS to procure the construction of this building using a JCT 2011, Standard Form of Design and Build Contract. The Authority is currently in the process of preparing the Employers Requirements documentation which will include: Architectural, CDM, Structural / Civil Engineering, Drainage information, Mechanical and Electrical information, BREEAM Pre Assessment information and Landscaping proposals – which will allow tenderers to develop the prepared designs in accordance with the approved planning application. No design consultants will be novated to the Contractor. There are a number of planning conditions which will need to be discharged as part of the detailed development of the scheme and the completed building will need to achieve a BREEAM rating of ‘Very Good.’ It is proposed that tender documentation will be issued to a shortlist of five tenderers on the 7th January 2013, with tender returns due on the 15th February 2013. It is envisaged that the works on site will be undertaken commencing in April 2013. The current estimated value of the construction tender for the scheme is circa £950,000.
