Prior information notice of the Department for Transport’s (DfT) intention to seek a private sector partner with whom the DfT envisages forming a joint venture, possibly with employee participation, to reform and grow the business of the Vehicle Certification Agency (VCA), an executive agency of the DfT. The proposed partnership will be discussed as part of market engagement. As the UK Type Approval Authority for new on and off-road vehicles, systems and components, VCA is responsible for approving that products have been designed and constructed to meet both European and internationally agreed standards of safety and environmental protection. VCA derives the majority of its income from charging fees to vehicle and component manufacturers for testing and certifying their products as compliant with the requisite UK, EU and UN law requirements. An associated service provided by the VCA for the automotive industry is management systems certification. VCA’s main customers for the type approval work it undertakes are major vehicle manufacturers, but it also supports smaller organisations such as multi-stage build and trailer manufacturers. In addition to its type approval work, VCA also receives income from UK government departments for a range of activities. These include administering approval of packaging for the carriage of dangerous goods for DfT and acting on behalf of, Business Innovation and Skills (BIS) and the Department for Environment, Food and Rural Affairs (Defra), as the nominated enforcement body for a number of Statutory Instrument Directives, such as gaseous emissions of non-road mobile machinery, end-of-life vehicles, the noise emissions from equipment designed for outdoor use, the environmentally friendly disposal of Waste Electrical and Electronic Equipment (WEEE) and waste batteries and accumulators. VCA also gets some income from DfT for policy support activities but the majority of the income is from fees charged to industry. VCA’s main headquarters are in Bristol with a number of other offices and test centres in the UK. As well as its UK offices, VCA operates in North America, Japan, Korea, China, Italy, Malaysia, India and Australia. It is also currently in the process of setting up a new office in Brazil. VCA currently employs circa 180 staff.
The DfT anticipates commencing the procurement of this opportunity with the publication of an OJEU contract notice in autumn 2013. Total estimated turnover, which is not guaranteed, for the joint venture over a period of between 7 to 10 years is shown below.
