Specific road vehicles are required to be converted in accordance with the specifications provided by the contracting entity for a minimum term of 3 years with the option to extend the framework agreement(s) for up to 2 further years. In addition the scope may be extended to include conversion of UK Rail industry and non-UK Rail industry road vehicles. Suppliers will be required to submit a compliant tender before variants will be considered.

II.2.1)Total quantity or scope:

The conversion of specific road vehicles, owned by the contracting entity, in accordance with the specifications provided at tender stage.
The conversions required include but are not limited to the following (detailed conversion specifications and banded quantities shall be provided at tender stage):
1. Internal conversion;
2. Addition of a tail lift;
3. Addition of a crane;
4. Addition of a pick-up body;
5. Addition of a body top;
6. Addition of a beaver tail;
7. Addition of a tool box;
8. Addition of work lamps;
9. Addition of reversing sensors; and
10. Addition of foot steps.
The vehicle types include but are not limited to the following:
1. Car derived van up to 1800 kgs
2. Small van between 1800 kgs and 2200 Kgs, both the 2 seat van and crew configuration variants
3. Light commercial vehicles between 2500 Kgs and 3000 Kgs, both the 2/3 seat van and crew configuration variants
4. Light commercial vehicle with a Gross Vehicle Weight of 3500 Kgs
5. Large integral vans between 3500 Kgs and 7500 Kgs
6. Chassis cab with a Gross Vehicle Weight of 3500 Kgs (both single and double cab variants)
7. Chassis cab between 4500 Kgs and 5500 Kgs (both single and double cab variants)
8. 4 wheel drive pick up (both single and double cab variants)
The contracting entity is anticipating the conversion of between 1 and 300 7 tonne Iveco Daily Model 70C17 EEV vehicles (detailed conversion specifications and banded quantities shall be provided at tender stage).
In addition, the contracting entity is anticipating the conversion of between 1 and 2000 vehicles ranging from a car derived van to a 4 wheel drive single/double cab (detailed vehicle specifications, makes/models and banded quantities shall be provided during the tender period).
The tender may be split into lots for the different types of vehicle specification but the contracting entity reserves the right not to award contracts for any or all lots.
The programme for converting the vehicles will be provided during the tender period.
The selected contractor(s) will be required to source and fit the required parts that will be added/amended/converted on the vehicles in accordance with the conversion specification.

Precise information on deadline(s) for lodging appeals: Network Rail will incorporate a standstill period at the point information on the award of the contract is communicated tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Utilities Contracts Regulations 2006 (SI 2006 No 6) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
