East Renfrewshire Council is looking to appoint a suitably qualified provider for the Supply, Delivery and Installation of Vehicle Tracking Systems.
The anticipated start date for the contract is to be no later than August 2012 or as detailed in an official letter of acceptance. The award period is to be up to 48 months.
Tenderers should note that award will be offered as a Framework Agreement with no guarantee being offered to the level of business or spend being offered to the successful contractor.
It is anticipated that the Council will commit around 70 000 upon award of the contract for hardware requirements. Thereafter annual spend is anticipated to be in the region of 35 000.
It should be noted that the above figure is indicative figure only and no guarantee is given with regard to the Council’s overall uptake of any resulting contract.

Precise information on deadline(s) for lodging appeals: East Renfrewshire Council will incorporate a standstill period of a minimum of 10 calendar days from the date that information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to challenge the proposed contract award before the contract is entered into. Such challenge should be intimated to Corporate Procurement at the address specified in part 1.1 of the contract notice. If a challenge regarding the award of contract has not been successfully resolved, The Public Contracts (Scotland) Regulations 2006 (SSI 2006 No.1) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the Sheriff Court or Court of Session. Any such action must be brought promptly, generally within 3 months. Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages. The purpose of the standstill period referred to above is to allow parties to apply to the courts to set aside award decisions before the contract is entered into.
