Architectural, engineering and planning services. To carry out an independent review of viability assessments submitted as part of development proposals and associated matters that have been submitted to the local planning authority, (LBTH), at either the planning application or pre-application stage. This review will be used in negotiations to secure planning obligations, including affordable housing, through a legal agreement.
The consultant will be be required to produce reports evaluating the proposals and provide viability advice as well as sitting as a panel member as part of the process.
The framework contract will be for three years and is planned to commence on 1.8.2012.

II.2.1)Total quantity or scope:

The number of viability assessments required will be determined by the number of planning applications and pre-application assessments required, where development viability is a material consideration, which is estimated to be in the region of 20-30 per year.
The assessments must be made using a recognised suitable industry standard toolkit methodology, to be approved by the Authority.
The assessments will have to include a written, (electronic) report, clearly explaining; the data used, the options tested, findings and conclusions reached and recommendations made.
The recommendations will be used during negotiations, lead by the London Borough of Tower Hamlets, for affordable housing and planning obligations, with the developers. Consultants must be prepared to be involved in the planning obligation negotiations.
Deadlines will be set for the return of the assessments to meet planning decision timescales and are therefore anticipated to be short timescales (a 3 weeks timescale is anticipated for each initial assessment – set out under the terms of the contract and with short timescales for responding to any requests for advice resulting from that assessment).
Additional development viability assessment work and expert advice may also be required in addition and consultants should be available for these when necessary.
