Description of the goods or services required

The Merthyr Tydfil tourism sector has been steadily developing in recent years which has seen the region fast becoming a key destination in the UK for both activity tourism and heritage related visits. With this in mind, Merthyr Tydfil County Borough Council plan on utilising funding received from the Visit Wales ‘Regional Tourism Engagement Fund’ in order to further enhance our Destination Management Plan for the area and develop the tourism sector in the Local Authority.

As part of the funding acquired from Visit Wales, Merthyr Tydfil County Borough Council (MTCBC) wishes to invite potential Service Providers to tender for the opportunity to produce a new Destination Merthyr Tydfil Video which will promote the areas key tourism developments / attractions / sites and hertiage related assets. The video will also incorprate elements of the town centre, landscape and multiple activities that visitors undertake in and around the region. The film will serve to re-package Merthyr by raising awareness of the tourism product it offers whilst tackle misconceptions about the town.

Merthyr Tydfil County Borough Council, after the success of their first tourism promotional film (that debuted in 2013) and in line with recent research on its benefits, are looking to create a new Destination Merthyr video.

Video is the definitive method for marketing tourism. A 2011 Google survey reported that 66% of people watched online videos when thinking of a planning a break and 64% used online video to reach their decision with 45% identifying the film as the crucial element in reaching their decision. The simple reason for this is that the medium of film is best suited to convey the essence of travel because unlike many other purchases travel is an experience (rather than a physical commodity) and film can actually convey experience more than any article, static image or audio.

Three-years ago Merthyr Tydfil County Borough Council, utilising European funding through the COLLABOR8 project, were able to commission a modern, vibrant Tourism Promo that counteracted negative messages about the town by focusing on the stunning natural environment of the area and the many opportunities for adventure. Eschewing the common mistakes of poorer Tourism films (pedestrian images of hotels and attractions to a monotonous voiceover) the film sold the experience of a green and active Merthyr – it remains the most watched film produced by the council.

MTCBC now want to utilise the tourism promotional video medium, taking our understanding of the purely experiential form, to innovate and include more direct messages about our tourism offer. The new hybrid film could be utilised to reinforce the message about the successes of the town but also keeping it fundamentally engaging.

Below is the brief set-out in our original Regional Tourism Engagement Fund Application to Visit Wales which includes comparative breakdown of what we believe the Destination Merthyr Tydfil Video needs to consist of. Furthermore, MTCBC would welcome any other suggestions that possibly give weight to the Destination Merthyr Tydfil Video mentioned in Section 1.1. The main sections we think need to be considered are as follows:

• A short 3min approx. DDA compliant video promoting Merthyr Tydfil’s tourism infrastructure (attractions, sites and activities to be confirmed after award of contract).

• Audio provision as part of the film (fee for such music will be part of the complete tender price).

Cost of the video will form part of the assessment process. MTCBC are willing to finance the overall project up to the value of £8,000 excluding VAT

3 Conditions for Participation


Minimum standards and qualification required

The Service Provider is to provide their own office and administration facilities. There may be instances where the Service Provider may be required to attend relevant meetings associated with the Destination Merthyr Tydfil Video or possibly work from the MTCBC Offices They will be expected to work at the premises of Merthyr Tydfil businesses (for one-to-one sessions) and at pre-identified locations in Merthyr Tydfil for filming on occasions. Whilst in Merthyr Tydfil, they will be provided with the following:-

The Service Provider is expected to travel during the course of the project period in and around the County Borough with associated costs set-out in APPENDIX A – Costs.

The contract will be awarded to the most economically advantageous tender of those meeting the specifications set out in Section 2 and based on the submission of APPENDIX A. Furthermore, each submission is not otherwise validly excluded, on the basis of the following award criteria scored from 100 marks weighted as indicated:

• Quality and technical merit of proposals for providing service (5 marks)

• Knowledge, Experience & Previous Work (40 marks)

• Suggestions based on Feasibility Study layout in Section 1.5 (5 marks)

• Overall Cost & Timescales (50 marks)
