NOTE: A Pre-Qualification Questionnaire for this re-advertised requirement is now MANDATED. The Authority will issue this PQQ to previous applicants directly (with no communication required) but NEW APPLICANTS MUST request by email through the point of contact detailed to receive their PQQ. For both pre-existing & new applicants, upon receipt of PQQ, failure to furnish The Authority with an Expression of Interest accompanied by a completed PQQ will deem your interest non-compliant. Late applicants requesting a PQQ will not be afforded any additional time and the closing date will hold true for all applicants returning completed PQQ`s by the closing date, without exception. Description: Advertising videotape production. DEFENCE HUMAN INTELLIGENCE UNIT (DHU) RECRUITMENT VIDEO- DHU is staffed with personnel from all Services, Branches and Arms of the UK’s Armed Forces. It is dependent on volunteers for its existence. Recruitment is therefore continuous and essential. DHU is now responsible for its own recruitment and is further professionalising and permanently staffing its recruitment team. The team briefs tri-service audiences in a range of locations (Ships, Stations, Brigades, COs RCMOs, CLM students, course personnel etc). The authority for this is contained in the CGS directive and DHU’s Comd JFIG-endorsed End-to-End Manning Strategy. DHU currently presents a PowerPoint enabled recruitment brief, which is broken up with videos introducing potential volunteers to aspects of the Unit. The current video is out dated, and less professional than is desirable (produced in house) and may do more to reduce the Unit’s attractiveness than it does to increase it. Therefore it is deemed that updating the video would be a benefit to the DHU’s recruitment activity. In an attempt to increase recruitment activity, DHU has already placed advertisements in various publications such as RAF News and Navy News, to assist in raising the profile of DHU, however this does not have the visual impact to demonstrate what or who the DHU are or does in the way that other media types would. Statement of Requirement: > A DHU recruitment advert is commissioned showcasing the Unit’s contribution to operations to attract volunteers (potentially complex as detailed above in Background). > Service/audience specific videos demonstrating DHU’s contribution to the Land, Air, Navy and Littoral operations produced. Three videos (1) Army (2) RAF & (3) Navy & RM. > Two Pre-Training Assessment (PTA) recruitment videos, one for Agent Handling and one for Specialist Debriefers to allow audiences to understand the selection process. > Two videos, one for Agent Handling and one for Specialist Debriefers to allow audiences to understand the training process. > Eighteen simple personal “selfies” from each Service and cap badge/trade (no longer than 1 minute) to appeal to their peers explaining how they went from seeing a recruitment brief to serving in the Unit, what they have enjoyed in the Unit and why those in the audience should volunteer. > A (1 min) CO’s/HoA address to win volunteers and their Chain of Command’s support. > DHU personnel cannot appear in the video and thus the supplier must account for the need to hire actors / character players. > The videos must be unclassified if they are to have utility. This will bring challenges as much of what the Unit does is classified.
