This procurement is comprised of 1 Lot, for a pan-London Cleaning Service comprising of properties across north, south west and south east London. The Contract will commence on 1.3.2017 and will run initially for 5 years, until 28.2.2022.

II.2.4)Description of the procurement:
The scope of service shall include, but not be limited to the follow:
— Cleaning internal communal areas of housing blocks and ensuring free of litter;
— Cleaning external communal areas, ensuring free of litter and detritus;
— Collection of leaves and litter at all times;
— Specialist cleaning to individual schemes, including those housing elderly residents and those in need of extra support;
— Some ancillary cleaning and other associated duties;
— The removal of bulk refuse and fly tipping (includes items such as black bags, refuse sacks, small pieces of furniture) from inside and outside residential blocks and on estates;
— Other site based tasks which may be carried out on a regular basis to certain properties.

The envisaged minimum number of invited to tenders shall be 10. The procurement will be undertaken as a restricted process. Bidders will have to complete a pre-qualification questionnaire; The 10 highest scoring bidders will be shortlisted and invited to tender. Full evaluation criteria, including sub-criteria for limiting candidates invited to tender is set out in the PQQ.

Section IV. (Time-limit for requests to participate) — Requests to participate must be by way of completion and return of the pre-qualification questionnaire (PQQ) (in accordance with the requirements set out in the PQQ) by the date and time specified. All tender documentation (including the PQQ) is available on the Housing Procurement Portal, the Pro Contract tendering system.

Bidders are encouraged to submit their submissions well in advance of the stated date and time in order to avoid such issues as technical difficulties with the electronic system that may be due to the high volumes of traffic attempting to submit applications on the same date at the same time.
