SECTION I: Details of the Request for Quote
Description of the RFQ

In 2010, Forestry Commission Wales undertook an analysis of urban tree canopy cover and associated land-use in the top 40 Welsh towns and cities, using aerial photography images from 2006. We now wish to:

1) Complete the 2006 survey, based on the established methodology, for the remaining 173 towns (30,058 hectares) and,

2) Repeat the exercise using the latest 2009/10 aerial photography for all of Wales’ 205 towns and cities (86,374 hectares) as per “1) All-Wales list of urban areas” (N.B. this is a rationalised total)

Proposals are invited for the production of the Wales Inventory of Urban Trees, Phase 2. The project will involve:

• Using 2006 and 2009/10 aerial photography images to digitise trees and small woodland within the pre-determined urban shapes (all to be provided by Forestry Commission Wales):

a) POINTS showing all individual trees, and categorising them

b) POLYGONS showing small woodlands (up to 0.5ha – woodlands larger than this having already been digitised by the National Forest Inventory)

• Using datasets provided:

a) produce a tree cover / land-use allocation across the urban extent from 11 specified classifications

b) produce a potential canopy cover allocation across 27 pilot towns

• Producing accompanying attributes tables

• Producing a comprehensive project report.

This important evidence gathering commission comes at a time when the significant benefits trees offer the urban environment, are being increasingly recognised. This, however, is being tempered by growing concern that urban trees are under serious threat, hence the 2006 – 2009/10 aerial comparison. Prior to this study there has been no clear understanding of the extent Wales’ urban tree resource. The report will inform and influence policy makers at national and local government, offering base-line evidence to justify a Wales-wide call for action, e.g. where to target planting and the setting of percentage canopy cover goals.

The estimated total value of the contract will be between £40,000 – £50,000

Our intention is to award this contract for a period of 5 months. The anticipated start date is the week commencing 13th February 2012.
