The project’s key objectives are to:-.
— Improve the energy efficiency of properties and reduce energy consumption,
— Reduce carbon emissions,
— Reduce consumer energy costs and alleviate fuel poverty; and,
— Safeguard and create employment opportunities.
The project must be delivered in line with ‘Green Deal’ requirements as enabled by the Energy Act 2011 however it is not necessarily limited to Green Deal only activities.
Target properties will include domestic properties of all tenures; and public nondomestic buildings. Privately owned non-domestic properties are outside the scope of this procurement.
It is envisaged that the cost of the measures will be financed by NCC and/or other contracting bodies, and/or by a central (nationally operating) Green Deal finance organisation (if any) and ECO as available. It is anticipated that the contract will be for a period of five years with the ability to extend the term for a further three years if required.
This tender process will be conducted using NCC’s e-tendering system the NEPO Portal, www.nepoportal.org.
Providers must register with the system in order to access documents. Registration and use is free.
This procurement is being undertaken by the Council on behalf of itself and as lead authority for specific ‘partner’ local authorities. In addition it is intended that the opportunity will be available to other UK public organisations (without any obligation for them to participate), including:
— Public organisations that fall within the geographical remit of the North East of England. This region covers four sub regions which are further divided into administrative districts as follows:
—— Northumberland in the north of the region,
—— Tyne and Wear in the east of the region has five districts: North Tyneside, South Tyneside, Newcastle, Gateshead and Sunderland,
—— County Durham which lies south of both Northumberland and Tyne & Wear,
—— Tees Valley in the south-east of the region and comprises five unitary authority areas: Hartlepool, Darlington, Stockton on Tees, Middlesbrough and Redcar & Cleveland.
— Public organisations that fall within the geographical remit of the North East of England,
— UK Registered Housing Providers (independent social housing organisations that are registered with the Tenant Services Authority under the Housing and Regeneration Act 2008) may also rely on this contract.
Accordingly, it is the intention that these other UK public organisations should be able to rely on this procurement to purchase such works without the need for any further procurement process.
A Market Awareness Event will take place on the 11.5.2012 from 10:00am until 1:00pm and will be held at Newcastle City Council Civic Centre.
