The requirements of the Service are:
The provision of a Materials Recovery Facility (MRF) to receive and sort the collected Materials,
The transfer of the segregated Materials to suitably licensed merchants or re-processors,
The provision of a complete record of all Materials delivered, the interim processors / Outlets, and the final destination of each material,
Depending upon the location of the Materials Recovery Facility, the provision of suitably located Delivery Point(s) from which the Contractor will transfer the delivered material to the Materials Recovery Facility.
A minimum rebate per tonne to the Authorities and an income share arrangement,
Education and publicity to residents of both council boroughs at the contractor’s cost but with editorial rights reserved by the councils.
