II.2.1)Total quantity or scope:

Contractors must be able to provide a service that allows for the following elements; for the provision of services for the possible haulage, treatment and disposal of Local Authority Collected Municipal Residual Waste. It is envisaged that the contract will involve treatment and diversion from landfill of residual waste with the remaining residual waste being sent to landfill. The successful contractor will be expected to send the materials for onward distribution to end markets. The treatment of this waste is intended to ensure that the Council meets its obligations under European and domestic legislation. The Council anticipates that some 28 000 tonnes of waste will require treatment for the duration of the contract however these are indicative tonnages only and do not constitute a guaranteed tonnage.

This is the first of a two-stage process. Only those applicants who pass the financial appraisal and achieve a minimum quality score of 60 % may go forward to the second stage. A list of a maximum of 6 contractors shall be established from whom tenders shall subsequently be invited. This may result in fewer than 6 companies being invited to submit tenders.

Precise information on deadline(s) for lodging appeals: This authority will incorporate a minimum 10 calendar day standstill period (or 15 days if non-electronic or fax methods used) at the point that information on the award of the contract is communicated to tenderers. If an appeal regarding the award of a contract has not been successfully resolved then the Public Contracts Regulations 2006 (England, Wales and Northern Ireland) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
