Scottish Water is seeking to appoint a maximum of 8 Tier 1 Water Infrastructure Delivery Partners to support in the delivery of its future Quality and Standards IV (Q&SIV) Capital Investment Programme for the regulatory period 2015 to 2021, acting as a strategic partner for Caledonia Water, Water Alliance Partner. Subject to satisfactory reviews during the regulatory period the contract may then be extended at the sole discretion of Scottish Water into the next regulatory period.
Scottish Water intends to award contracts under this framework in the following lots:
Lot 1 – Civil Engineering Works Tier 1 Delivery Partner,
Lot 2 – Clean Water Network Replacement/Rehabilitation Tier 1 Delivery Partner.
It is envisaged that 2-4 Tier 1 Delivery Partners will be awarded per lot.
Scottish Water is looking for applications from contractors with the correct skills set to deliver this programme of works.
Applicants will be expected to be of sufficient financial and economic standing to support the anticipated contract value. All Applicants must complete the financial questions within the Pre-Qualification Questionnaire and Tender documents. Financial standing relevant to the anticipated contract value will be determined by Scottish Water, based on the response to the Pre-Qualification Questionnaire and any further financial checks deemed necessary.
There is no predetermined estimate of the value of work that will be allocated to successful bidders. It is anticipated that the allocation of work will be dependent on the delivery capacity that can be made available by those bidders who are most economically advantageous to Scottish Water.
Estimated contract value excluding VAT is in the range of GBP 8 000 000 across the 2 lots per annum, with a total estimated spend for the initial regulatory period in the range of 45 000 000 – 50 000 000 GBP.

Delivery of works issued on a primarily project level, acting as a strategic partner for the Caledonia Water Alliance. Emphasis on market capacity to help supplement the Caledonia Water Alliance own self delivery capability, mainly within the central belt, for the delivery of clean water infrastructure. Works may include; maintenance, refurbishment and extensions to pumping stations. Provison of minor civils construction works; kiosk bases, chambers and minor works at service reservoirs.

Description of particular conditions: Scottish Water will develop and monitor a suite of Key Performance Indicators (KPI’s), against which the performance of contractors will be assessed. These KPI’s will incorporate quality measures such as; Health and Safety, Timely completion of projects, Expenditure profiles and customer/client satisfaction, Community Benefit and Carbon Reduction. Scottish Water will drive Capital Investment Delivery to targeted levels of expenditure and efficiency, through the development and management of relevant KPI’s.
Community Benefits include not only targeted recruitment and training, but also equal opportunities, training for the existing workforce, modern apprenticeship schemes, SME’s, supply chain initiatives, community consultation, considerate contractors schemes, contributions to education, the promotion of social enterprises, and resources for community initiatives.
Carbon Reduction not only includes acting responsibly to proactively manage carbon and to meet the expectations of the Climate Change (Scotland) Act but to manage and mitigate the drivers of carbon across all activities associated with the efficient and effective delivery of the investment programme.

Please use the reference number of this notice as the subject line in your expression of interest. All applicants will be requested to complete a Pre-Qualification Questionnaire. Questionnaires will be issued electronically to all applicants through an e-tendering system. Responses to Pre-Qualification Questionnaires will be assessed and used to short-list applicants who will be invited to proceed to the next stage of the tender process. It is envisaged that a maximum of 6 Applicants will be invited to tender per Lot.

All applicants MUST include in their expression of interest their company’s full postal address contact details, inclusive of their company registration number. In the case of a group bid these details must be submitted for each member. Upon receipt of expression of interest, the applicant will be requested to register on Public Contracts Scotland – Tenders electronic portal. To do this, a web link will be issued by Scottish Water once the applicant has expressed interest.

Individual contracting members of group bids who are bidding to become a Tier 1 Waste Water Infrastructure delivery Partner must all be registered on the UVDB. It should be noted that a minimum acceptable score for Health and Safety on UVDB Verify will be 85 %. A breach of any duty owed under the Regulations is actionable by any economic operator which, in consequence of breach, suffers, or risks suffering, loss or damage and such proceedings may be brought to either the Sheriff Court or Court of Session. Any such action must be brought within 3 months from the date when the grounds for the bringing of proceedings first arose unless the Court considers that there is good reason for extending the period within which proceedings may be brought.
