Technical testing, analysis and consultancy services. Building-inspection services. Technical inspection and testing services. Analysis services. The contract is for water monitoring and sampling in accordance with Approved Code of Practice L8: Legionnaires’ disease the control of legionella bacteria in water systems. Control of general bacteria and also specifically Coliforms or E Coli (in mains water break tanks only): EC Standard for microbiological quality of drinking water. The contract includes the provision of:
1. Water temperature monitoring.
2. Annual Water Risk Assessment Reviews.
3. A Water Risk Assessment every 5 years or when major alterations/additions occur at the property.
4. Provision of a new “Log Book” at each site.
Water Sampling Requirements: Water samples are to be taken and tested from cold water storage tanks, cold water break tanks, hot cylinders/calorifiers and showers as described in the Specification. Legionella Sample Analysis Requirements: The contractor shall analyse the samples in accordance with the UKAS accredited procedure so as to determine the presence of Legionella bacterial. Potable Water Sampling: The contractor shall analyse the samples in accordance with the EC standard for microbiological quality of drinking water so as to determine the presence of general bacteria and also specifically Coliforms or E Coli. Water Temperature Monitoring: The contractor shall take and record water temperatures in accordance with the Schedule of Works. Water Risk Assessments: Water risk assessments are to be carried out every 5 years or when there have been major alterations or additions to the water systems and shall comply with BS 8580. Water Risk Assessment Reviews: The contractor shall include in his tender to review all water risk assessments annually.

Information and formalities necessary for evaluating if the requirements are met: (a) Appropriate statements from banks or, where appropriate, evidence of relevant professional risk indemnity insurance;

Information and formalities necessary for evaluating if the requirements are met:
(a) A list of the works carried out over the past five years, accompanied by certificates of satisfactory execution for the most important works. These certificates shall indicate the value, date and site of the works and shall specify whether they were carried out according to the rules of the trade and properly completed. Where appropriate, the competent authority shall submit these certificates to the contracting authority direct;
(b) A list of the principal deliveries effected or the main services provided in the past three years, with the sums, dates and recipients, whether public or private, involved. Evidence of delivery and services provided shall be given: – where the recipient was a contracting authority, in the form of certificates issued or countersigned by the competent authority, – where the recipient was a private purchaser, by the purchaser’s certification or, failing this, simply by a declaration by the economic operator;
(c) An indication of the technicians or technical bodies involved, whether or not belonging directly to the economic operator’s undertaking, especially those responsible for quality control and, in the case of public works contracts, those upon whom the contractor can call in order to carry out the work;
(d) A description of the technical facilities and measures used by the supplier or service provider for ensuring quality and the undertaking’s study and research facilities.
Minimum level(s) of standards possibly required:
Contractors must be able to provide evidence of successfully working on other water monitoring contracts of a similar nature to the one described in this Notice. The contracts put forward as evidence must be ongoing for at least 12 months and references must be obtainable from the respective Employers attesting to this.
Contractors wishing to apply for this contract must be able to provide a copy of the companies current Certificate of Registration with the Legionella Control Association (LCA) or equivalent and evidence that the companies’ employees and any sub contractors proposed to be used are properly qualified and competent to carry out these works. The Contractor must also use a properly accredited and independent water testing laboratory to carry out the water testing works in accordance with the HSE publication ‘Legionnaires’ disease: the control of Legionella bacteria in water systems’ (L8).
