This contract is to undertake water quality inspections and servicing of Thermostatic Mixing Valve (TMV) installations in premises within the Devon County Council (DCC) estate. The contract typically but not exclusively covers schools who subscribe to the Devon maintenance partnership, academies who subscribe to the Devon academies maintenance agreement operated by NPS SW Ltd, children’s centres, social care units, offices, other corporate buildings along with libraries operated by Libraries Unlimited South West Ltd, Youth Centres and other youth facilities operated by DYS Space Ltd. It is the Council’s intention to appoint one contractor to deliver the contract throughout Devon.

II.2.4)Description of the procurement:
This contract is to undertake the 12 monthly inspection of hot and cold water services, the routine inspection, testing cleaning of thermostatic mixing valve (TMV) installations (where present) and twice yearly testing of store drinking water (where present) in approximately 271 premises (information is correct as at 1.11.2019 and subject to utilisation) within the Devon County Council (DCC) estate. Please note DCC has a property rationalisation strategy where by the number of its premises will reduce to some extent over time. The STC typically but not exclusively covers:
— social care units,
— children’s centres,
— other corporate buildings,
— schools who subscribe to the Devon maintenance partnership.
The following organisations who currently uses the contract and may or may not use this arrangement for all or part of its duration:
— academies who subscribe to the Devon academies maintenance agreement operated by NPS SW Ltd,
— libraries within Devon managed by Libraries Unlimited South West Ltd,
— youth centres and other youth facilities within Devon operated by DYS Space Ltd.
The stated estimated contract value takes accounts of the likely inspection and servicing costs and allows scope for a significant volume of remedial works which may or may not arise on an unplanned basis for the initial 4-year period and up to 4 years of extension (8 years in total).

It is anticipated that there will be an ongoing need for the same or similar services beyond the end of the contract which will be tender approximately 6 to 9 months before its conclusion. This is likely that this will be in 4 to 8 years time depending on contract extension.
The contract is open for the following organisations to use:
Any Academy created/established via the Academies Act 2010 that are either currently in existence details of which can be found here: https://get-information-schools.service.gov.uk/ or that may converted to or newly constructed as academies between 1.4.2020 and 31.3.2024 (or 31.3.2028 if the contract is extended) who subscribe to the Devon Academies Maintenance Agreement operated by NPS SW Ltd.
Libraries within Devon managed by Libraries Unlimited South West Ltd or any successor organisation.
Youth Centres and other youth facilities within Devon operated by DYS Space Ltd or any successor organisation.
