The service required is the inspection of industrial and commercial premises for compliance against the Water Supply (Water Fittings) Regulations or any other associated risks to water quality.
This will involve the inspection of up to 50 000 properties over a period of between 1 and 3 years across the Anglian Water region. Anglian Water will consider award to up to 3 companies who will work within Anglian Waters defined and established processes to augment the existing internal resource.

II.2.1)Total quantity or scope:

The contractor will send assessment questionnaires to customers in predefined postcodes and use a scoring system to establish those that warrant a physical inspection. It is anticipated that visits would be required to approximately 80 percent of those properties receiving questionnaires. For these customers the contractor will arrange a suitable time slot for an inspection on an agreed date which will result in a payment to the customer if not kept.
The inspection will comprise of a thorough inspection of the potable drinking water system within the premises from the boundary to all points of use. Any other non potable systems with in the property should be reviewed to see if they interact with the potable water system. This should include the use of any grey water or water reuse systems or boreholes to ensure no cross connections and that appropriate backflow protection has been installed. The focus for the inspection is to identify any risk of contamination to the potable water supply including the risk of backflow. However these are not the only things that should be considered. If erroneous measurements, waste and misuse are found then these should also be addressed.
A report will be submitted by the contractor to both Anglian Water and the customer detailing the inspection findings and in particular if their system is not acceptable the infringements that need to be addressed. A pass letter or infringement notice will also be issued. The contractor will then arrange a subsequent visit to inspect the corrective actions that have been undertaken.
During the whole process the contractor will ensure that the Anglian Water database reflects the live position.
All Water Regulations Inspectors will need to have:
1. A suitable qualification in the Water Supply (Water Fittings) Regulations 1999 to carry out inspections. They will hold a City & Guilds, NVQ, BPEC, WRAS Logic or equivalent qualification.
2. A suitable background knowledge and experience in plumbing.
3. Good written and communication skills to enable them to objectively advise, discuss with customer and to record results.
4. A current Water Hygiene EU skills Card.
5. An awareness of Health and Safety at Work and associated risk assessments.
6. An ability to follow prescribed procedures.
7. Competency in Microsoft Office packages.
8. A flexible approach to working hours.
9. A van with livery showing they are working on behalf of Anglian Water and hand wash facilities.
10. Appropriate PPE and small hand tools.
11. A uniform digital camera and mobile phone.
