The facility will provide new accommodation to provide exhibition space, large breakout rooms and banqueting space.
The economic operator will be required to develop the exemplar design and construct the new facility. Design proposals must be of high quality, innovative, safe, suitable for all, sustainable and delivered within budget.

10% Performance Guarantee Bond may be required.
Description of particular conditions: It is the intention of the contracting authority to maximise economic, social and environmental regeneration as a core part of this Contract. Under this procurement the Economic Operator, its sub-contractors’ and its supply chain will be required to participate actively in economic, social and environmental regeneration associated with this project. Accordingly there may be contract performance conditions relating to economic, social and environmental requirements of the contracting authority included in this contract. Contract conditions will be detailed in the Invitation to Tender (ITT) documents.

Section IV: Procedure
Objective criteria for choosing the limited number of candidates: It is anticipated that the 5 Economic Operators that satisfy the completeness and compliance checks, the criteriafor the rejection of Economic Operators, the information as to economic and financial standing and who achieve the highest scores in the technical or professional ability evaluation process will be short listed and invited to submit tenders.
Where there is a tie for 5th place, then all Economic Operators in 5th place will be invited to tender. For the purposes of this exercise a tie for 5th place is deemed to occur where two or more Economic Operators have identical scores or a score within 1 mark (out of a score of 100) of the 5th place score.

The Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
Any proceedings relating to any perceived non-compliance with the relevant law must be started within 30 days, beginning with the date when the economic operator first knew, or ought to have known that the grounds for starting the proceedings had arisen. (A court may extend the time limit to 3 months, where the court considers that there is a good reason for doing so).
