Construction work. Development of residential real estate. Site-development work. Sheltered housing construction work. Urban development construction work. Residential homes construction work. Development services of real estate. Residential property services. Construction work. Development of residential real estate. The London Borough of Tower Hamlets wish to appoint one or more suitably experienced development organisations to undertake the development, design, build (including enabling and site clearance) of a 100 % affordable housing scheme on Council owned land. The selected development organisation(s) will be required to undertake the demolition of existing structures on the site and construct new buildings to standards not less than those contained in the following references: The Homes & Communities Agency’s quality standards; code for sustainable homes level 4; Breeam “Excellent” (commercial units only); The Joint Authorities planning policy guidance; NHER9 (residential units); category A or B BRE Green Guide to housing specifications (residential units); building for life silver standard; lifetime homes standard (residential units). The selected development organisation(s) may be responsible for the ongoing management of the new housing assets following their construction through a registered social landlord. The selected development organisation may also be required to provide financing to the Council in order to fund the works.

Terms of financing and payment arrangements will be set out in the Contract documents. However the bidder must be able to finance the whole development if required by the Council subject to the outcome of the competitive dialogue procedure.

Joint and several liability of the members of any consortium or group will be required for the performance of the contract. Main contractor / subcontractor relationship acceptable. Specially set up vehicle may be acceptable subject to the outcomes of the competitive dialogue.

Description of particular conditions: The selected development organisation(s) and their supply chains will be required to actively participate in the achievement of social and environmental policy objectives of the Council for recruitment, training and supply chain initiatives. Accordingly, contract performance conditions may relate to the Council’s social and environmental objectives. The Council also requires developments to make the fullest contribution to tackling climate change by minimising carbon dioxide production and requiring sustainable design and construction. The Council is committed to sustainable design and expect all major development to use best practice measures including, but not limited to: maximising the use of natural systems (e.g. incorporating use of passive solar design measures, water conservation measures), minimising energy use, designing out negative impacts on microclimate, protecting and, where possible, enhancing site biodiversity; and, preventing the possibility of contamination to land, water or air. Prioritising decentralised energy including renewables is an important objective and in line with the London Plan (alterations) the Council actively promotes a target of 20 % of predicted energy requirements on site.
