Description of the contract

Set against the backdrop of strategic resource rebalancing there is a need to effectively compare and prioritise activities across both delivery and enabling teams within Weapons; in order to inform Management Board resourcing decisions, ensure optimal use of manpower across the organisation and better understand the level of business risk currently faced by the organisation. The proposed work would seek to build on initiatives already conducted within the Operating Centre to identify the full range and scope of the Weapons Portfolio and the associated level of resource to deliver outputs. As part of the work package potential contractors will need to engage with Weapons key stakeholders (both internal and external to the Weapons Operating Centre) to ensure their perspective is well understood and reflected in the process. this work must align with Front Line Command/ Hds of Capability decision making processes. Potential contractors will be required to engage and work closely with members of the Weapons OC team as there is an expectation that skills will be transferred to MoD staff to build in house expertise as part of this project. The deliverables from this work will be expected to include – a) A Weapons specific activity prioritisation tool which can be utilised by Weapons OC staff (with minimal training) and is compatible for use with DE&S current IT systems. b) A report setting out the methodology, guidance and process for the tool. c) Ongoing training and support for the OC team during the initial rollout and embedding subsequent iterations of the process. Dependent on responses there may be a requirement to issue a PQQ to assist in selection.
