Description of the goods or services requiredZero Waste Scotland has a wide range of existing digital platforms and websites that are developed by a variety of developers and in multiple CMS systems and technical languages. Zero Waste Scotland currently rely on a large number of different web developers via open tender procurement processes to undertake the development and maintenance of the organisations digital assets. To help deliver a more consistent approach to the development and maintenance of digital development projects, as well as provide a faster development process, Zero Waste Scotland are seeking to create a Digital Development Framework consisting suppliers who have a wide range of skills and experience the organisation can call upon. Zero Waste Scotland are looking to establish a digital development framework that contains multiple, experienced developers with a proven track record of working with various open source content management systems including, though not limited to, Drupal, WordPress, Joomla, Django and Umbraco. In addition, we are looking for developers who have proven experience in developing and working within various technical standards and programming languages including, though not limited to, HTML5, CSS3, ASP.net, Java, MySQL, PHP, Python and Ruby. Zero Waste Scotland are also looking for experienced mobile app and digital tool developers who can work within Apple and Google Android development programmes. This framework will have two methods for awarding work to approved suppliers: Capacity for direct award, where contractors who have specific skills and experience are asked to undertake development work or updates to websites and digital tools they have either originally created or previously worked on for Zero Waste Scotland. Competitive quotes, where contractors are given a brief and are invited to provide a competitive quote for new development projects or changes to existing tools where direct awards are not applicable. Total quantity or scope of tenderAs this tender is seeking developers to join our new framework, there is no fixed contract size. Successfully being added to this framework is no guarantee of future work. It will however enable Zero Waste Scotland to approach those on the framework with future requirements and projects. We are looking for the following requirements and services from those who successfully join the framework: To work within Zero Waste Scotland’s brand and technical guidelines and, where applicable, within Zero Waste Scotland’s campaign brand guidelines, including though not limited to Resource Efficient Scotland, Love Food Hate Waste, Revolve Re-use and Recycle for Scotland. Where applicable, to work in partnership with other contractors who support Zero Waste Scotland’s marketing development work and visual development work To work within Zero Waste Scotland’s hosting infrastructure, and where applicable, work with our technical contractors to ensure secure access protocols are adhered to Provide Zero Waste Scotland with a dedicated account manager Provide Zero Waste Scotland with a fixed rate card for the duration of the contract To acknowledge any request for work within 24 hours and give Zero Waste Scotland access to a project tracking system or tool To provide a written specification and agreement document for each project to Zero Waste Scotland before any work is undertaken. To have sign-off from Zero Waste Scotland on specification documents before any work is undertaken. Provide Zero Waste Scotland with weekly reports during project work Provide Zero Waste Scotland with monthly reports on how much has been spent cost, how many hours have been provided and what outputs have been completed. Work briefed in must be confirmed and agreed by the Digital Communications Manager and / or the Communications Programme Area Manager before work is undertaken. Any work briefed by other individuals from Zero Waste Scotland must be referred back to the above individuals in the first instance. Confirmation of deliverables: Participate in an initial inception meeting with Zero Waste Scotland either at Moray House, Forthside Way, Stirling, FK8 1QZ or via video conference call to meet the respective teams, ascertain a broader understanding of Zero Waste Scotland and any initial priorities that may require development work, as well as formally agree the work request and approvals process Provide Zero Waste Scotland with a dedicated account manager Provide Zero Waste Scotland with a fixed rate card for the duration of the contract Provide Zero Waste Scotland with a dedicated account manager Provide Zero Waste Scotland with a fixed rate card for the duration of the contract To acknowledge any request for work within 24 hours and give Zero Waste Scotland access to a project tracking system or tool To provide a written specification and agreement document for each project to Zero Waste Scotland before any work is undertaken.
