Description of the contract

The Department would like to engage with a service provider to continue to deliver the operation, the web hosting and technical support of the Alcohol Learning Centre. The Alcohol Learning Centre – ALC (www.alcohollearningcentre.org.uk) launched in November 2008 as a ‘one-stop-shop’ for all things related to reducing alcohol-related health harm. The ALC has been operating for nearly 4 years and is well used by local areas to support planning and commissioning. An evaluation carried out in 2009 found that over half (58%) discovered the site overall to be good with just under half finding the site excellent (42%). No one found the site to be either unsatisfactory or poor. The ALC is a key resource to support the Local Government in delivering their new public health responsibilities in relation to health improvement and for the NHS in reducing alcohol related health harm, especially within Every Contact Counts and the Quality, Innovation, Productivity and Prevention Programme (QIPP). However, to remain an effective tool, the ALC needs to remain a live site, updating the latest information and providing an active hub for local leads to use. This contract is for 1 year only.

Instructions for/Conditions of Participation This procurement exercise will be conducted on the DH eTendering portal at http://www.dh.gov.uk/en/Aboutus/Procurementandproposals/BMS/index.htm We call this system BMS (Business Management System). Candidates wishing to be considered for this contract must register their Expression of Interest and download and complete a ITT through the DH eTendering portal (BMS). Registration is a simple one-step process; The supplier must register as a company/organisation; then each employee who may undertake a tendering exercise must then register as an individual. Once this stage is completed, it is then possible to register expression of interest for this tender. Note: Standard BMS functionality will only acknowledge one recipient per supplier for each individual tender. Note: Standard BMS functionality requires the registered e-mail address to function as individual’s username. Post Registration Once registered, candidates must express interest as follows a) Go to the link above b) Select ‘Login into e-Tendering System’ c) Select sourcing home page and enter Invitation to Tender (ITT) number 58431 in search field provided. d) Select radio button and click on quick link to express interest, review documentation and upload your response. e) You must then publish your reply using the publish button.
