The statutory water and sewerage undertakers in England and Wales have committed to the Government that they will provide a single national portal for landlords to provide water and sewerage companies in England and Wales with information on who is liable to pay water and sewerage charges.
Having committed to government to provide a single national web site, the industry needs to develop an approach to meet this commitment.

1) Single portal for landlords to provide information, covering all regions of England and Wales;
2) Front end common to all;
3) Available 24/7, with back up;
4) It is envisaged that the infrastructure upon which the required software solutions / applications will be hosted and run will be provided on a managed service basis;
5) Transfer of data to the appropriate companies (water and sewerage, water only, sewerage only);
6) Provision of information to the company in a format appropriate to their requirements i.e.
i) Where a company had its own landlord portal the communication would be redirected to talk with the companies own portal. Only if the companies portal was not available would the communication be captured on the national portal for later transfer to the company
ii) Where a company does not have its own portal information could be transferred either by file transfer directly to the billing system or in e-mail form for manual data entry to the billing system.
7) Landlord enquiries regarding the operation of the portal to be directed to the appropriate company
Central database.
The website will hold the following central database tables:
Landlord registration, Water/ sewerage company configuration inc. Communication preferences and connection details.
Postcode v Water/ Sewerage company.
Postcode exceptions (where postcode boundaries cross).
Properties per Landlord inc. Start and end date against each property and occupancy status.
Transactions, a full transaction history with receipt numbers.
The size of the database and volume of transactions expected is unknown, however the following information is available to aid sizing.
There are approximately 25 000 000 households in England and Wales: 68 % are owner/occupiers; 18 % are social renters; and 14 % are private renters. There are approximately 130,000 net additions each year. The turnover of occupiers is not known and fluctuates. For the purpose of this request for information, assume it to be 15 %.
