The West Midlands Highway Alliance (WMHA) is an unincorporated, local authority led body consisting of 14 local authorities which has been created to orchestrate and oversee a programme which will accelerate the achievement of value and efficiencies within the region. Some authorities of the WMHA have identified a need for professional service support in the delivery of highway services. The Authorities are running two procurement exercises to meet the collective’s requirements.
One exercise will be to appoint a single supplier who can provide a Term Contract over a 5 to 8 year.
Period which is the subject of this notice. Warwickshire County Council is also acting as a Contracting Authority for the West Midlands Highways Alliance for the second procurement exercise which is to establish a Framework Agreement.
Suppliers appointed are to provide specialist professional services including but not limited to: business advice, feasibility studies, project management and site supervision, risk management, tender documentation and procurement, bid support, acoustic engineering, bridge engineering, drainage design, environmental engineering, highways design and engineering, infrastructure design, intelligent transport systems, material science, rail engineering, special project engineering, structural.
Engineering, structures management, sustainability, transport planning and engineering, transport modelling, traffic management and engineering, traffic safety engineering.
The scope of work involves municipal, highways and transportation engineering but does not include any physical works.
The contract requires the supplier to provide a range of service delivery models including co-location of staff within the Authorities service teams, ad-hoc supply, annual service delivery and management.

The term contract is for a core period of 5 years, extendable up to 8 years in total. The initial requirement for Worcestershire County Council is estimated to be approximately 1 500 000 GBP to 2 000 000 GBP per annum, Telford and Wrekin is estimated to be approximately 1 000 000 GBP to 2 500 000 GBP per annum. As the contract will be made available to other WMHA Group members and other Public Bodies within the West Midlands Region, the estimated value allows the opportunity for unrealised use. The successful tenderers will work with each Authority to support the delivery of their individual programmes of works. It is likely that the value of work will be subject to fluctuation and will be dependent on future Local Transport Plan settlements and other funding and as such no guarantee can be given of the annual value of work.
