Bristol City Council on behalf of the West of England Home Improvement Agency Commissioning Project Board is seeking to commission a new arrangement for the delivery of a West of England Home Improvement Agency Services. The West of England Home Improvement Agency Commissioning Project Board consist of four local authorities: Bath & North East Somerset (B&NES), Bristol, North Somerset and South Gloucestershire Councils.

The four authorities in the West of England Home Improvement Agency Commissioning Project Board intend to procure home improvement agency services through a single supplier framework agreement. The West of England Home Improvement Agency Commissioning Project Board covers four local authority areas: Bath & North East Somerset (B&NES), Bristol, North Somerset and South Gloucestershire Councils. The Home Improvement Agency Services are designed to help older, disabled and vulnerable people maintain their independence in a safe home environment. The provider must be able to undertake all elements of the framework which will include: information and advice on housing related issues; support and advocacy casework for when extra help is needed; hospital admission prevention, discharge and reablement; technical support and project management of major adaptations, repairs, maintenance and improvements; minor building works including handyperson services; support for improving independence and mobility in the home; and training for professionals. The framework is to provide labour and all the materials.

Information and formalities necessary for evaluating if the requirements are met: (a) appropriate statements from banks or, where appropriate, evidence of relevant professional risk indemnity insurance;
(b) the presentation of balance-sheets or extracts from the balance-sheets, where publication of the balance-sheet is required under the law of the country in which the economic operator is established;
(c) a statement of the undertaking’s overall turnover and, where appropriate, of turnover in the area covered by the contract for a maximum of the last three financial years available, depending on the date on which the undertaking was set up or the economic operator started trading, as far as the information on these turnovers is available in accordance with Regulation 24 of the Public Contracts Regulations 2006 and as set out in the Pre Qualification Question and selection document.
Minimum level(s) of standards possibly required: Applicants should be able to demonstrate financial stability and an acceptable level of risk based upon the financial assessment criteria published in the selection and PQQ documents. Applicants should also be able to demonstrate the availability of financial resources appropriate to such an undertaking allowing for its value and duration and be able to provide Public and Employers Liability Insurance at 5 000 000 GBP and 10 000 000 GBP respectively and Professional Indemnity Insurance at 2 000 000 GBP. Applicants must provide a minimum of 2 years full sets of accounts for their and any ultimate parent company. Full sets of standards are set out in the Pre-Qualification Questionnaire and the selection document.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender. Whilst this notice gives an estimate of the likely spend over the four years neither Bristol City Council nor any members of the West of England Home Improvement Agency Commissioning Project Board can offer any guarantee regarding future funding for this project or indeed if any individual ‘call off’ contracts will be issued. Currently similar services are carried out by a number of external providers and whilst the West of England Home Improvement Agency Commissioning Project Board and Bristol City Council are not in a position to take a view as to whether or not Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) applies to the existing arrangements there is a likelihood that it may. West of England Home Improvement Agency Commissioning Project Board and / or Bristol City Council has reserved the right to procure similar work through other individual contracts or framework agreements.
