The initial participating Member Authorities (Leeds, Bradford, Wakefield, Calderdale, Kirklees and Doncaster) currently adopt a wide range of purchasing activities in order to secure sufficient independent foster care and to meet local demand for looked after children (LAC). These activities vary between the Member Authorities but predominantly consist of the following: • Block contracting arrangements with specific providers at pre determined price and volume. • Framework Agreements consisting of a list of approved providers. • Spot purchasing directly from organisations as and when necessary. There has been a significant increase in the number of independent fostering placements for LAC over the last 2 years. The financial landscape across the Member Authorities has also changed significantly over the last 12 to 18 months with significant pressure on all council budgets. The Chief Executives and Leaders of the West Yorkshire Authorities at their meeting in June 2011 requested that the West Yorkshire Directors of Children’s Services work collaboratively to see what opportunities there are for taking a strategic approach to procurement of services for LAC. This project is the first of a number which responds to the request to collaborate. Although Leeds City Council will be the local authority for the purposes of this procurement, the following local authorities and /or public bodies in the Yorkshire and Humber region may choose to access the concluded Framework Agreement and order services without creating any obligation on behalf of any of them to do so: ? The initial participating Member Authorities (Leeds, Bradford, Wakefield, Calderdale, Kirklees and Doncaster) for the first 12 months ? Other local authorities within the Yorkshire and Humber Region after 12 months for the remainder Where any such local authority elects to place an order under the Framework Agreement a legally binding contract shall be created between the local authority and the Provider at that time to which the terms of this Framework Agreement will apply. The project will procure regional Independent Fostering arrangements for LAC’s where these arrangements are provided by external agencies. It is anticipated that the project will develop a framework of providers to ensure capacity to manage fluctuations in demand and capacity across the Member Authorities. This will provide tiers of tried and tested providers. The vision for the project is to create a structure which supports regional contract management and quality assurance which minimises costs to the member authorities and provides an effective interface with all Independent providers.
