Supported Lodgings

II.2.4)Description of the procurement:
Within this category of need, the supported lodgings placement will provide the services outlined within their weekly fee at the price indicated in the pricing schedule. The provider agrees to provide the following services within their weekly fee for a supported lodgings placement:
Supported lodgings describes a situation where a young person lives in the home of a supported lodgings provider under a licence agreement. The young person would occupy a bedroom and have shared use of other facilities within the home.
The supported lodgings provider would be recruited, assessed, trained and supported by the provider. The provider would set out clear expectations about the role of the lodgings provider and arrangements for the young person (e.g. in respect of meals, access to the provider’s house, restricted areas within the provider’s house, payments by the young person).
The young person would receive income maintenance from DWP benefits or children’s services or their own income.
The provider would be responsible for arranging admission at short notice where required, on the basis of its own risk assessment and matching the young person to an appropriate lodgings provider.
The service is provided 7 days a week, 365 days a year, 24 hour support help-line and emergency call out service.

Section III: Legal, economic, financial and technical information
III.1.4)Objective rules and criteria for participation
Tenderers must complete the standard selection questionnaire and pass all the pass or fail questions in section 8, before their tender submission will be considered.
Bidders, at tender stage, must achieve a score of 40 % overall on the scored questions. All tenderers who meet the overall meet the minimum score will including price will be appointed onto the framework agreement, for the lot applied for, as long as they pass the SSQ criteria.
Block contract, once on the framework agreement there may be an opportunity to apply for a block contract where an authority may have identified a specific requirement. There will be a mini competition available to all bidders. The criteria will be contained within the framework mechanics tender document.
