3 Conditions for Participation |

Minimum standards and qualification required1) All candidates must comply with the requirements of the State in which they are established, regarding registration on the professional or trade register. (2) Economic and financial capacity – All candidates must have a minimum average annual turnover of 375,000 GBP over the previous three years. Any applicant whose average turnover is under 375,000 GBP will be excluded from the evaluation process and their submission will not be considered. (3) All candidates will require to complete a Pre-Qualification Questionnaire. The responses contained within the PQQs of all candidates meeting the foregoing minimum requirement will be scored in relation to Profit, Manpower, Technical Qualifications, Experience, % to be Sub Contracted, Quality Systems, Health & Safety procedures and Environmental Management Systems. The weightings to be applied to each criteria are:- Percentage average profit last 3 years – 10 Manpower – 5 Qualifications – 10 Experience of Similar Projects – 50 % to be Sub Contracted – 5 Quality Systems – 5 Health & Safety Systems – 10 Environmental Management Systems – 5 The 5 candidates achieving the highest scores will be invited to tender. In the event of applicants obtaining the same number of weighted marks, the deciding factor shall be the higher/highest score relating to contracts completed of a similar nature. If applicants have the same score for contracts completed of a similar nature then the deciding factor shall be the highest score in respect of % average profit before tax for the last 3 years. (4) Any candidate found to be guilty of serious misrepresentation in providing any infomation required, may be declared ineligible and not selected to continue with this procurement process. (5) All candidates will have to demonstrate that they are licensed, or a member of the relevant organisation, in the State where they are established, when the law of that State prohibits the provision of the services, described in this notice, by a person who is not so licensed or who is not a member of the relevant organisation. |

Additional Information5 Candidates who qulaify will be invited to tender. Contract award will be on the basis of lowest price. Any contract arising from this tender will be governed by Scottish Law. Electronic copies (e-mail or disk) of the tender documentation will not be available. All requests to participate, in the form of a completed Pre-Qualification Questionnaires, must be submitted in either electronic or paper form by the date stated in 4.3.a). For the avoidance of doubt, the date stated at 4.3 a) is the time limit for the receipt of requests to participate as well as the time limit for the receipt of completed Pre-Qualification Questionnaires. The Pre-Qualification Questionnaire is available on-line from the Public Contracts Scotland website or in paper form at the address stated at 1.1 above. Candidates should note that further current financial checks will be carried out on the successful tenderer to establish financial suitability prior to issuing a letter of acceptance. Candidates should also note that further Checks relating to links with Crime and Terror Organisations will be carried out. If such links are found, Strathclyde Joint Police Board reserves the right to reject the company as unsuitable to proceed to Tender Stage. Strathclyde Joint Police Board reserves the right not to award a contract to any oganisation deemed financially unsuitable. In the event that an organisation is deemed to be financially unsuitable, in accordance with Strathclyde Joint Police Board Standing Orders, SJPB reserve the right to decline the acceptance of their tender submission.
