The contracting authorities listed in Annex A are acting together as the Eastern Procurement Consortium (EPC). Details of current EPC members can be found on www.eastern-procurement.co.uk. Tenderers should note that all EPC members are participating in this procurement with the exception of Wherry Housing Association.

EPC is also procuring on behalf of current Places for People Group (East Anglia) members as detailed at www.placesforpeople.co.uk.

Places for People and members of the Eastern Procurement Consortium are seeking expressions of interest from suitably qualified and experienced contractors to deliver the planned improvement works in relation to the supply and installation of windows, doors and roofline products (state UPVC, composite, timber)under a framework agreement. The successful contractor may also be required to carry out other planned improvement works. The framework agreement will be awarded to a single contractor for a period of four years but tenderers should note that call-offs will be made throughout the life of the framework agreement, including during the final year and may last beyond the term of the framework agreement.

Consortium bids must state on their face that the bidding members are a consortium. The Contracting Authorities reserve the right to require a lead contractor to undertake primary contractual liabilities or to require that one or more parties are jointly and severally liable and each party will need to provide an undertaking confirming the same. Where bidders form a consortium they may be required to incorporate a company to form a special purpose vehicle.

Description of particular conditions: Under the framework agreement the contractor and its supply chain will be required to actively participate in the achievement of social and/or environmental policy objectives relating to recruitment and training and supply chain initiatives. Accordingly, the contract performance conditions may relate in particular to social and environmental considerations, to be detailed in the Contract Documents.

Information and formalities necessary for evaluating if the requirements are met: Tenderers will be required to complete a pre-qualification questionnaire (“PQQ”) consistent with Directive 2004/18/EC. Copies of the PQQ can be requested from the contact point as set out in Section I. Applicants will be asked to confirm that none of the conditions set out in Articles 45-50 of the Directive 2004/18/EC apply to their organisation or expression of interest.
III.2.2)Economic and financial ability

Information and formalities necessary for evaluating if the requirements are met: Tenderers will be required to complete a PQQ consistent with Directive 2004/18/EC. The tenderers will be required to provide information and formalities in relation to Article 47 of directive 2004/18/EC and Regulation 24 Public Contracts Regulations 2006. These requirements are set out in the PQQ. Copies of the PQQ can be requested from the contact point as set out in Section I. The PQQ must be completed and returned with all required supporting documentation and information by the deadline listed in Section IV.3.4 of this Notice.
Minimum level(s) of standards possibly required: Tenderers will be required to have a minimum annual turnover of £3,000,000 GBP in each of the last three financial years.
Tenderers will be required at the time of entering the framework agreement or any call-off contract under the framework agreement to possess the insurances specified in the PQQ.

The Eastern Procurement Consortium is procuring the framework agreement for its current and future members as detailed on www.eastern-procurement.co.uk, and on behalf of current and future members of Places for People Group (East Anglia). It is intended that the Framework Agreement is also capable of being used by any corporate body taking on part of the role of Eastern Procurement Consortium and by other registered providers or organisations with a community purpose with properties in East Anglia. The contracting authorities reserve the right to cancel the procurement at any time and not to proceed with the award of any contract and/or framework agreement or part thereof at any stage of the procurement process. Tenderers should note that the provisions of the Transfer of Undertakings (Protection of Employment) Regulations 2006 may apply to this programme. The minimum time frame during which the tenderer must maintain the tender is 6 months.
