As part of the Superconnected Cities programme, Funded through the Urban Broadband Fund (UBF), PCC is seeking a provider or providers to deliver a Next Generation Wireless Network across Portsmouth via a service concession contract(s). This will allow PCC to realise our vision to support the economic development of the local area and local businesses, and bring about a greater level of social and digital inclusion within the city, as well as supporting the wider national agenda. The University of Portsmouth has joined with PCC in partnership regarding this concession, with the intention that this network will allow Portsmouth to become the first UK city to offer access to the Eduroam network within the area of PO1 – PO6, as defined within the maps included in the market consultation pack on PCC’s e-Sourcing portal (link below)
To support the establishment of the network, PCC will offer to the concession holder(s) our street furniture and public buildings in order to facilitate the embedding of a wireless network. Buildings belonging to the University will also be included within this offering.
At this stage, PCC has yet to decide the precise details regarding how the concession should operate – it is our intention that soft market testing help inform those decisions. Therefore, we may seek a single concession holder or a group, we may seek a variable level of revenue share and concession fees and we may seek to deliver a network that fully covers Portsmouth over the area of PO1 – PO6 or we may seek to target specific regions. These details will be defined prior to the point of any tender exercise and we will release specifics as they become available during any subsequent consultations.

Further, PCC will be holding a supplier soft market testing day at the Civic Offices in Portsmouth on the 22nd of October. Our intentions and current sourcing strategy will be described more fully there, and there will be an opportunity for discussion around issues highlighted by the results of the initial soft market consultation described above. There may also be the opportunity for individual discussions with PCC following the 22nd of October.
