Wokingham Borough Council are inviting applicants to join the framework for the provision of home care and supported living services. The framework is an electronic system which will be used by the council as a means to advertise, tender and award contracts for services that have common characteristics i.e., packages of care. The framework is run as a fully electronic process, both from applying to join (Applications) to the award of services (call-off opportunities) through it, including all communication. The Framework Agreement will close however the Lots may open at periodic points, as determined by the council for new Providers to apply to join throughout the lifetime of the framework. If an Applicant meets the requirements to join the framework, they will be added as a pre-qualified Provider within the Lot(s) for which they have been successful. When the framework reopens, they will be able to apply to join. WBC are making use of the allowances of the Light Touch Regime of the Public Contracts Register which are specific rules for certain services (including social care) that tend to be of lower interest to suppliers from other EU member states, allowing for the procurement procedure to be run in a way that does not confirm to standard procedures so long as the principles of transparency and equal treatment are maintained. In this instance, WBC will be accepting applications from providers at any time whilst the framework is in operation, however we will open for evaluation on at least annual intervals for evaluation of qualification of new providers. Rounds may be closed more frequently to allow providers to qualify more quickly, however we will continue to accept applications throughout these periods for the next round to allow as many eligible providers to join as possible. It is the responsibility of the council to ensure that we have a market that offers real choice, but we must balance that providers remain sustainable. The framework will be split into Lots: Lot 1 Homecare Support – Central Region Lot 2 Homecare Support – North Region Lot 3 Homecare Support – South Region Lot 4 Discharge to Assess Lot 5 Supported Living – Accommodation Based Support Lot 6 Supported Living – Outreach/Community support (Registered with CQC) Lot 7 Supported Living – Outreach/Community support (Not Registered with CQC) Lot 8 Complex Care
