Description of the contract

The Client will be Her Britannic Majesty’s Secretary of State for Foreign and Commonwealth Affairs, hereinafter referred to as FCO. To meet the FCO’s commitment to apply safe standards to its properties, the FCO has a requirement for suitably qualified contractors to carry out gas safety inspections and testing of selected properties (mostly residential) on the FCO’s overseas estate. Where possible, the inspection shall include a gas tightness test, where this is not possible the Contractor shall leak test all accessible joints. The Contractor is also required to evaluate the general condition of the gas installations and appliances and identify all essential service, maintenance and repair works required to bring the existing installations up to standard. Should the Client wish to appoint the Contractor to carry out the corrective works this shall be done under a separate agreement. The contractor may also be required to complete some high priority remedial works at newly acquired properties during the course of the inspections. The Contractor shall liaise with the Client before the commencement of the inspections to determine, as far as practicable, what parts and materials are necessary to carry out all essential works required to bring these specific installations up to standard. The inspection and testing and the remedial works shall be carried out in accordance with HSP9.29 “Gas Requirements”. The requirement has been divided into nine separate packages. Recipients are invited to complete the PQQ, confirming their expression of interest for one or more of the packages. Following the pre-qualification stage, a competitive tender of qualifying contractors (up to a maximum of 5) will take place for each package.
