Portsmouth City Council’s is in a process of reviewing its strategy in delivering Supporting People Services to Young People. One of the aims of the strategy is to explore alternative types of accommodation/support services to support the more chaotic individuals away from a hostel and within a home environment. This will include 16-17 year olds classified as ‘Looked after Children’ along with individuals up to the age of 26.
We are looking for Providers that may be able to manage a Supported Lodgings type service. This service will provide a range of support tasks including supporting clients in maintaining accommodation & avoiding eviction; addressing offending behaviour linked to previous substance misuse problems; support to receive the right benefits and to reduce any debts; better manage mental / physical health and aiding clients to engage in chosen work and leisure activities.

The services under this contract are Part B services for the purpose of the Public Contracts Regulations 2006. The Contracting Authority has chosen to advertise this contract OJEU voluntarily, in accordance with the spirit EN Standard form 01 – Prior information notice 5/12 of the EU public procurement regime and to conduct the process in an open and fair manner so as to increase competition. The submission of this notice and any subsequent advertisement of the contract is not an indication that the Contracting Authority considers itself bound by the provision in the regulations that are applicable to Part A.
The Council is conducting a market consultation regarding this contract, to assist in service design, and ensure the viability of our requirements in light of the market conditions. This will be available on the Council’s esourcing portal (link below) until the 2nd of September. The Council would be glad to receive any and all responses to this market consultation.
