The service provider will need to deliver a campaign with the following elements:
— UK wide youth network both virtual and physical.
— Youth Advocates / Ambassadors.
— Utilisation of youth clubs and publicly funded spaces.
— Support to young people through outreach work, mentoring, training and facilitation and advice (face to face and through the publication of guidance materials) – support could be provided through workshops, one to one sessions, practical/ hands on training and experiences, pop-up shows, publication of materials and other innovative methods of support that provide a real benefit to young people, for example accreditation. These services could be delivered through links with established providers or partner organisations.
— Music competition(s); UK wide or a series of supporting activity.
— Work readiness activities.
— Promotional engagement campaign(s) with support from music industry and/or music talent support and/or media/broadcast partnerships (UK, Country and Regional).
— 4 x country events (conferences or concerts) in Wales, Scotland, England and Northern Ireland). We would expect approximately 500-1000 young people to attend each event.
— Devolved delivery with a corporate strategic centre.
— The service provider will need to work closely with organisations in each country to ensure that the campaign being delivered in each country is fit for purpose.
— Citizenship thinking exercises.
— Continuation of care / pastoral care (this could be through links with established providers or partner organisations).
— Young person steering committee or similar involvement BIG expects that over the three year contract, the campaign through a combination of its virtual network and
face to face support will reach approximately 10 % of 14-24 year olds in the UK, with a particular focus on those facing disadvantages, for example, bullying, substance abuse or unemployment. Failure to achieve this minimum requirement and pass the financial assessment shall result in the bidder being excluded from further participation in the tender competition.
(2) Bids that exceed GBP 3,850,000 (including VAT and expenses) will be excluded from further consideration in the tender process.
(1) As a minimum, the bidder must have and provide evidence of 3 years experience successfully delivering similar contracts of this type, value and complexity including experience of:
(a) designing and delivering a UK wide campaign of a similar size (above GBP 1m) to time and to budget;
(b) working with the music industry and recording artists and/or media and broadcast organisations;
(c) providing support to young people through outreach work, mentoring and training; and
(d) delivering evaluations of projects of a similar scale, value and complexity.
The evidence must be supported by verifiable references.
(2) As a minimum the bidder must provide evidence that it has a quality management system in place.
(3) As a minimum the bidder must submit a complete tender in accordance with every instruction and requirement set out in the ITT.
